Spanning 18 months, the initiative covers eligible activities from January 1, 2026, through July 4, 2027, focusing on investments in digital infrastructure, energy systems, and essential public works. The bank explained that this effort will back projects related to technology, power generation, transportation, water systems, and other critical sectors.

The Critical Infrastructure Finance Initiative extends beyond conventional loans. Bank of America will include qualifying primary-market loans, investments, capital markets transactions, and advisory services in its $250 billion target. It also encompasses banking services and supply-chain solutions connected to eligible infrastructure projects. Funding can support both corporate entities and individual assets, with the bank leveraging its corporate, investment banking, and markets divisions to assist clients seeking capital for large-scale U.S. projects.
Digital infrastructure remains a key focus. Eligible projects include data centers, telecom networks, semiconductors, computing hardware, and related equipment. In the energy sector, the initiative covers conventional and renewable power generation, storage, and distribution systems. Core infrastructure investments involve transportation, electricity transmission, grid upgrades, water systems, critical minerals, and mining. Bank of America highlighted that the program also aims to meet rising infrastructure demands linked to computing, manufacturing, energy supply, and domestic supply chains.
Funding encompasses technology, energy, and critical infrastructure sectors
To coordinate the effort, Bank of America stated its Global Capital Solutions and Global Infrastructure & Sustainable Finance teams will be actively involved. All eight business lines will participate. Jim DeMare, co-president of Bank of America, emphasized that the initiative centers on infrastructure that underpins the economy, energy security, and technological advancement. The bank intends to monitor qualifying transactions over the 18-month period, with these contributing toward the overall $250 billion goal.
Creating jobs and fostering workforce development are also part of the initiative’s objectives. Bank of America noted that infrastructure projects could generate employment in construction, manufacturing, technology, and ongoing operations. The bank supports training programs through employers, nonprofits, and community colleges. In 2025, it invested nearly $40 million in over 730 workforce development partners across U.S. markets, focusing on skills training, education, and employment readiness.
The financing goal will be pursued through July 2027
In 2025, its workforce partners helped connect more than 90,000 individuals with jobs, while over 290,000 received training, education, or career preparation services, according to the bank. These figures are separate from the new infrastructure financing target. Karen Fang, global head of infrastructure and sustainable finance, stated that large infrastructure initiatives require coordinated funding across multiple sectors. She also co-leads the Global Capital Solutions division.
Progress will be measured based on eligible financing activities completed within the program timeline. The bank explained that this approach aligns with the framework used for its existing $1.5 trillion sustainable finance target. The new program emphasizes infrastructure development and modernization in the United States. Its July 4, 2027, deadline extends beyond the nation’s 250th anniversary, with the initiative aimed at boosting infrastructure, employment, economic growth, and community development nationwide.
